The performance indicator of the Commission is its thoroughness
in examining submissions from the Administration and giving informed advice
on issues within its terms of reference. The effectiveness of the work
of the Commission is also reflected in the policy and procedural changes
adopted by the Administration in the light of the Commission's advice.
In dealing with recruitment, promotion and disciplinary
cases, the Commission's target is to tender its advice or respond formally
within four to six weeks upon receipt of departmental submissions.
In 2004, 99.2% of the 911 submissions (compared with 98.1%
in 2003) were handled within the pledged processing time. The remaining
few submissions related to large or complicated exercises which necessitated
a longer processing time.
