The Commission conducts its business through meetings and by circulation of papers. In addition, the Chairman and Members often attend departmental selection and promotion boards to observe the proceedings and provide advice on major or difficult exercises as well as to discuss human resource management problems.
The Commission receives recommendations from the Civil Service Bureau and government departments for advice on matters under its purview. These are closely scrutinised so as to ensure equity and fairness. Where necessary queries are raised and the Civil Service Bureau/departments are required to clarify or justify their recommendations.
